The Core Rule: Solid vs. Liquid

Airport security applies a simple test to makeup: does it pour, squeeze, spread, or spray? If yes, it is treated as a liquid and subject to the liquids rule in carry-on bags.

Solid makeup — no restrictions, carry-on or checked:

  • Pressed powder foundation
  • Powder blush and bronzer
  • Eyeshadow palettes (pressed)

The rule is not "each item under 100 ml" alone — it is the combination of the container limit and the bag limit:

  1. Each container must be 100 ml or under, even if it is only half full
  2. All containers must fit into a single clear quart-sized (roughly 1 litre) resealable bag
  3. Each passenger gets one liquids bag
  4. The bag must be removed from your carry-on and placed in a tray for X-ray screening

A full makeup collection of liquid cosmetics can quickly fill an entire liquids bag, leaving little room for other toiletries. Planning ahead makes a real difference.

Mascara: Is It a Liquid?

Yes. TSA and EU airport security both classify mascara as a liquid or gel cosmetic. The tube typically contains a gel-based formula that meets the definition used by security agencies worldwide.

The good news: mascara tubes are small. A standard mascara contains between 6 ml and 12 ml of product — well within the 100 ml limit. It fits easily in your liquids bag alongside other cosmetics. You are unlikely to have any issue with mascara in carry-on as long as it is under 100 ml (check the label if unsure).

Nail Polish and Nail Polish Remover

Nail polish is a liquid. It must be 100 ml or under in carry-on and must go in your liquids bag. Most retail nail polish bottles are 15 ml or smaller, so they easily comply.

Nail polish remover (acetone) is flammable, which adds a layer of complexity. However, small quantities — 100 ml or under — are generally accepted in carry-on. Keep it in your liquids bag. If you have a large bottle of remover, pack it in checked luggage or leave it at home.

Perfume and Cologne

Other aerosol beauty products (dry shampoo, hair spray, leave-in conditioner spray) follow the same rule: 100 ml or under in carry-on, in your liquids bag.

Practical Tips for Packing Makeup

Use travel-size liquid cosmetics. Many brands sell 15 ml, 20 ml, and 30 ml versions of foundations, primers, and concealers specifically for travel. These take less space in your liquids bag and cost less to replace if security confiscates them.

Maximise solid products. Switch from a liquid foundation to a pressed powder foundation for trips where you're tight on liquids bag space. Solid eyeshadow palettes, pressed blush, and lipstick sticks take up no liquids bag space at all.

Keep a pre-packed liquids bag. Frequent travelers benefit from keeping a small kit of their most-used liquid cosmetics already assembled in a 1-litre bag, ready to drop into any carry-on.

Check the volume label before packing. Some full-size cosmetic products come in bottles under 100 ml (many foundations, for example, are sold in 30 ml bottles). Check the printed volume on the packaging — if it is 100 ml or under, it is carry-on legal.

Full-size liquids go in checked luggage. There is no liquid size limit in checked bags. If you want your full-size foundation or setting spray, pack it in your checked bag.
