Carry-On Only for Tbilisi: Georgian Airways, Wizz Air, TBS Packing Tips
Georgia's capital Tbilisi is one of the most rewarding budget travel destinations in Eastern Europe and the Caucasus. Affordable accommodation, excellent food, and some of the world's oldest wine culture make it increasingly popular. The carry-on situation is more varied than most destinations: Georgian Airways offers a relatively generous 10 kg limit, Turkish Airlines connects through Istanbul at 8 kg, and many budget travellers arrive via Wizz Air or Ryanair into Kutaisi (KUT) — a different city entirely — with the strictest limits. Know which carrier you are on before packing.
Airline Rules at a Glance
| Airline | Weight | Dimensions | Personal Item | Notes |
|---|---|---|---|---|
| Georgian Airways (Economy) | 10 kg | 55 × 40 × 25 cm | Allowed | Direct to TBS |
| Turkish Airlines (Economy) | 8 kg | 55 × 40 × 23 cm | Allowed | Connects via IST |
| Wizz Air (with cabin bag add-on) | 10 kg | 55 × 40 × 23 cm | 40 × 30 × 20 cm free | Flies to KUT |
| Ryanair (with Priority) | 10 kg | 55 × 40 × 20 cm | 40 × 20 × 25 cm free | Flies to KUT |
Wizz Air and Ryanair fly to Kutaisi, not Tbilisi. The transfer from KUT to Tbilisi adds around 3 hours. This is often worth it for significantly lower fares, but the time cost and the stricter carry-on enforcement of budget carriers must be factored in.
TBS: Tbilisi International Airport
Tbilisi International Airport (TBS) is a manageable, modern airport located about 17 km east of the city centre. The arrivals process is efficient and the airport is rarely congested in the way of larger European hubs.
Taxi to the city. Official metered taxis and Bolt (the dominant ride-hailing app in Georgia) are both available from TBS. The trip to the Old Town or Rustaveli Avenue takes 20 to 30 minutes and costs around GEL 25–40 on Bolt. Agree on a price before getting into an unmetered taxi — drivers at arrivals may quote significantly more than the Bolt rate.
Currency: Georgian Lari (GEL). ATMs inside the airport dispense GEL. Exchange rates at airport counters are less favourable than in-city ATMs. There are no problems using cards in Tbilisi's restaurants, hotels, and supermarkets.
Packing for Tbilisi
Georgia has four distinct seasons. Summer (June through August) is warm to hot, particularly in Tbilisi, which sits in a river valley and can reach 35°C. Spring and autumn are mild and arguably the best seasons. Winter is cold and can be snowy.
Church dress code. Georgia has hundreds of Georgian Orthodox churches that are open to visitors, and the country's religious architecture is one of its main attractions. A scarf for women and long trousers for men are required. Pack a lightweight scarf that stays in the bag and comes out for church visits — cotton or linen scarves fold to almost nothing.
Wine tourism. Georgia is considered the birthplace of wine (the qvevri clay vessel method is thousands of years old) and wine tasting is a central part of any visit. Day trips to the Kakheti wine region are run from Tbilisi. Wine bottles cannot go in carry-on luggage under the 100 ml liquid rule. If you plan to bring Georgian wine home, you must check luggage or buy airside. Wine shipper sleeves (padded neoprene bags) are available cheaply and protect bottles in checked bags.
Mountain day trips. The Caucasus mountains are visible from Tbilisi on clear days, and the fortress town of Kazbegi (Stepantsminda) is a popular day trip or overnight — about 3 hours by shared minibus (marshrutka). No specialist hiking gear is needed for the standard Gergeti Trinity Church walk, but comfortable shoes with grip are advisable.
The Old Town and Key Sights
Tbilisi's Old Town (Abanotubani and the Narikala fortress area) is the heart of the tourist experience: sulphur bath houses, carved wooden balconies, the Metekhi Church overlooking the Kura river. Everything is walkable. The Dry Bridge Market nearby sells Soviet-era memorabilia, jewellery, and antiques every day.
Mtskheta, 20 km from Tbilisi and a UNESCO World Heritage site, is home to Svetitskhoveli Cathedral — one of the most important Georgian Orthodox churches. This is where the dress code is most strictly observed.
Budget Travel Notes
Georgia is among the most affordable countries in Europe or the Caucasus. A full dinner with wine costs a fraction of Western European prices. Accommodation is cheap. The biggest costs are the flights, particularly if flying from Western Europe on Georgian Airways rather than budget carriers to Kutaisi.
Bolt app. Download Bolt before arriving in Tbilisi. It is used for both taxis and food delivery, works reliably, and prices are metered and transparent. Far better than street taxis for non-Georgian speakers.
Bottom Line
Georgian Airways' 10 kg limit is the most comfortable option for a Tbilisi carry-on trip. Budget routes via Kutaisi on Wizz Air or Ryanair require a cabin bag add-on fee and a 3-hour transfer. Turkish Airlines at 8 kg is a middle ground. Regardless of carrier, pack a scarf for church visits and plan around the wine problem: Georgian wine you want to take home must go in checked luggage or duty-free.
Frequently asked questions
What is Georgian Airways' carry-on allowance?▾
Georgian Airways allows one cabin bag up to 10 kg with dimensions of 55 × 40 × 25 cm in economy class. This is more generous than many European budget carriers and makes Georgia particularly accessible for carry-on travellers. A personal item is also permitted.
Is Wizz Air's free carry-on allowance enough for a Tbilisi trip?▾
Wizz Air's free (included) carry-on allowance covers only a small personal bag of 40 × 30 × 20 cm. A cabin bag up to 55 × 40 × 23 cm and 10 kg requires purchasing the WIZZ Priority or a cabin bag add-on. Without the add-on, your larger bag is checked at the gate for a fee. Factor this into budget planning.
Is wine allowed in carry-on luggage?▾
Wine bottles cannot be carried in hand luggage under standard liquid rules — containers over 100 ml are not allowed through security. Georgian wine purchased at shops or wineries must go in checked luggage, ideally in a wine shipper sleeve. Duty-free wine purchased airside at TBS is allowed in tamper-evident bags on direct flights.
What is the dress code for Georgian Orthodox churches?▾
Georgian Orthodox churches require modest dress: women should cover their heads with a scarf and wear clothing that covers the shoulders and knees. Men should wear long trousers. Many churches have scarves and wrap skirts available at the entrance, but bringing your own is more comfortable. This applies to all churches including Svetitskhoveli Cathedral in Mtskheta.
Is Kutaisi (KUT) airport far from Tbilisi?▾
Kutaisi International Airport (KUT) is about 220 km west of Tbilisi — roughly 3 hours by marshrutka (shared minibus) or taxi. Budget carriers including Ryanair and Wizz Air use Kutaisi as their Georgian gateway. Factor in the transfer time and cost when comparing Kutaisi routes against more expensive direct flights to TBS.
