The verdict is not based on a generic cabin-bag size. It checks each external dimension separately, includes wheels and handles where the airline counts them, and only applies weight when that airline publishes a cabin-bag weight limit.

On most airlines, yes. The stated maximum includes wheels, handles, and external pockets, so measure the bag at its widest points fully packed rather than trusting the manufacturer's nominal size.
