How do I know if my carry-on bag will fit?
Measure your packed bag's length, width, and depth in centimetres — including wheels and handles, which most airlines count — and compare each dimension against your airline's limit. Every dimension has to be within the limit: being under on two but over on one still fails.

On most airlines, yes. The stated maximum includes wheels, handles, and external pockets, so measure the bag at its widest points fully packed rather than trusting the manufacturer's nominal size.
What is a personal item versus a carry-on?
A personal item is a smaller bag that fits under the seat in front of you — a backpack, handbag, or laptop bag. A carry-on (cabin bag) is the larger bag for the overhead bin. Many basic fares include only the personal item.
