The source does not say whether wheels and handles are included, so measure the full external size to be safe.

Official baggage policyCheck cabin bag dimensions, weight and personal-item limits separately. A bag has to pass every published limit at once; being under the length and width limit does not help if the depth, weight, or fare-specific allowance is tighter.
Editorial signal only. Measure the packed bag and verify the operating carrier's rule.
Ordinary liquids: containers up to 100 ml in one resealable transparent 1-litre bag. Helsinki Airport departures allow 2 litres total, still in containers up to 100 ml; Helsinki transfers and other Finavia airports use the 1-litre bag rule. Essential medicines and baby food have screening exceptions. Confirm every departure and transfer airport.
An infant without a reserved seat has no separate cabin-baggage allowance; bring baby food and milk needed for the journey. Finnair states a 10% adult-fare infant ticket without a seat.
A foldable pushchair and safety seat travel free, including Superlight and Light. A cabin-size pushchair normally counts as the main cabin bag; on Superlight it may travel free in addition to the small bag. Larger pushchairs travel in the hold.
A child under 7 with a reserved seat may use a compliant child seat, subject to Finnair safety requirements. Child seats are not permitted in A350/A330 Business Class.
A child with their own seat has the cabin allowance of their ticket type.
