Check the practical role
If you need medicines, documents or a laptop during the trip, put them where you can reach them before boarding or a possible gate handover. Your bag still needs to fit the permitted storage space, with straps tucked away and no obstruction to movement. Follow crew instructions for the assigned seat; do not assume every seat has the same under-seat space.
FAA's carry-on guidance warns that limited bins can lead to checking bags and recommends safe under-seat stowage. This is US authority guidance, not permission for any bag on any route. A bag that meets dimensions does not reserve a storage location.
Do not assume a soft tote is small enough

Older claims that it automatically compresses into most seats are unsupported here. Check the actual personal-item box and your loaded bag instead.
Compare exact versions in the manufacturer table and choose the personal-item role in the model finder. A smaller litre capacity does not guarantee a smaller outside box.
Prepare for a storage change
